Stabilization in newly liberated areas in the Ninewah Plains is taking-off

Baghdad- The Government of Iraq and UNDP’s Funding Facility for Stabilization (FFS) re-opened the As-Salamiyah Water Treatment Plant at a ceremony yesterday in Nimrud.

The Treatment Plant, which will provide safe drinking water for hundreds of thousands of people in the Ninewah Plains, is one of the first major stabilization projects to be completed since the Government approved 202 projects in early April.

Almost all of the plant’s equipment, including 19 water pumps, filters and retaining pools, have been replaced or rebuilt and the main electric transmission line between As-Salamiyah and Hamdaniyah has been repaired.

“When the treatment plant wasn’t working all of the water that came from the pipes, if it came at all, was filthy. We had to go to the river to get water, and even that was barely suitable for washing,” said Khalwa, a resident of As-Salamiyah. “The water is much better now. We can even drink from the taps.”

At a ceremony marking the re-opening of the water treatment plant on Sunday, Secretary General of the Council of Ministers, Dr. Mahdi Al-Alaq, said: “We are doing everything we can to help liberated areas rebuild after the destruction caused by terrorist Daesh. Providing basic services, such as clean water, is key to ensuring that displaced Iraqis can return home with dignity.”

UNDP Resident Representative for Iraq, Ms. Lise Grande, said: “The Funding Facility for Stabilization is implementing more than 300 projects in eastern Mosul and liberated cities and districts in the Ninewah Plains. We’re working as quickly as possible to re-establish water and sewage systems and electrical grids. Thousands of people, many from destitute families, are working on public schemes, earning income while they help to rebuild their communities.”

Ms. Grande said: “A lot needs to be done and we have promised the government and the people of Mosul that we will do everything possible to speed-up stabilization.”
Established in June 2015, FFS is working in newly liberated areas in Anbar, Salah al-Din, Ninewah and Diyala Governorates. More than 800 projects are completed or being implemented across 22 locations. Since the start of the crisis, over 1.7 million people have returned to their homes.

WASHINGTON DC, United States (Kurdistan24) – In interviews with Kurdistan24, two Republican Congressman spoke very highly of the Peshmerga.

The role the Peshmerga have played in fighting the Islamic State (IS) has won the Kurds and their aspirations a very sympathetic hearing in Washington.

Tom Cole, who represents Oklahoma’s 4th Congressional District, and John Carter, from Texas’ 31st District, each expressed their deep appreciation.

“They’ve been tremendous. Best troops on the ground, without a doubt,” Cole stated.

“Most reliable ally from the American standpoint. Most dangerous enemy from [IS’] standpoint,” he added.

Carter spoke similarly. “The Kurds have really been stand-up fighters since day one,” he affirmed. “They’ve certainly proven their worth to the fight.”

Both Congressmen sit on the House Appropriations Committee, and both of their districts include major US Army bases: Ft. Sill in Oklahoma and Ft. Hood, the world’s largest military installation, in Texas.

Thus, these two Congressmen pay particular attention to the conflicts in which the US Army is engaged.

One important question involves US plans for its security architecture in the area after IS is defeated as a conventional military force. Should the US continue to maintain a military base in the Kurdistan Region?

Kurdistan24 asked Cole if he would favor such an idea, and the Oklahoma Congressman responded enthusiastically.

“As long as our Kurdish friends support that, and I think they would,” he responded. Cole noted the US had a very positive experience there.

“That’s been an area that we can operate out of stably,” he said, “and frankly, where we’ve got a supportive local population.”

Cole further explained, “The lesson of [IS] is that we left too soon.” We failed to secure our “hard-won victories in Iraq,” he said, “and I hope that we don’t make that mistake again.”

Iraqi Parliament Human Rights commission revealed on Wednesday the reasons behind delay on voting on free speech and protest law, The Baghdad Post reported.

The Human Rights commission finished drafting the law and submitted it to the Parliament speaker for vote at Wednesday’s session, the commission chief Arshad al-Salehi said.

Several parliamentary commissions made suggestions and additions to the law and requested to delay voting on it, al-Salehi added.

Human Rights commission will meet with Legal, Media, and Religious Affairs commission to discuss their suggestions and addition to the law.

Minister: Iran Resumes Exporting Electricity to Iraq

Iran started exporting electricity to Iraq after the Baghdad government agreed to pay its arrears in different installments, a senior energy official announced.


“Iran’s export of electricity to Iraq stands at about 1,500 megawatts and the figure will fluctuate in different seasons as a result of change in temperature,” Iranian Energy Minister Hamid Chitchian told reporters.

The Iranian energy minister reiterated that the export of electricity to Iraq was halted in late December 2016 immediately after termination of their contract with the Islamic Republic of Iran.

In relevant remarks in early January, Managing Director of Tavanir Electricity Generation, Transmission, and Distribution Company Arash Kordi announced that an Iranian delegation was in Baghdad to renew the contract on Iran’s electricity sales to that country.
“The electricity exports were brought to a halt due to the expiry of the contract and the resumption of the process would require a new amendment to the contract,” Kordi told reporters.

He reiterated that the new agreement needs to be modified in accordance with the current circumstances and the changes in currency prices among other major issues.

Asked about the possibility of an uplift in the volume of electricity exports to Iraq, Kordi said that general conditions had been laid in that regard though the issue would become clear once negotiations become finalized.”

Jubouri and his Romanian counterpart sign an agreement of cooperation and exchange of experiences

Speaker of the House of Representatives Salim al-Jubouri signed a joint agreement with his Romanian counterpart Liviu Draganya on Monday to increase understanding on coordination and exchange of experiences.

“The Speaker of the House of Representatives Salim Al-Jubouri met on Monday with the Speaker of the Romanian House of Representatives, Livyu Draganya,” the statement said. “During the meeting, they discussed bilateral relations between the two friendly countries and means of enhancing joint cooperation on all levels. During the meeting signed a memorandum of understanding between the two parliaments conducive to more coordination and cooperation and exchange of experiences.

“The meeting discussed the importance of opening new horizons for cooperation at the parliamentary level. The speaker stressed the need to exchange experiences and improve the performance of the workers in the legislative institution,” he said.

“Parliament is keen to push for further economic and trade cooperation with Romania, In Iraq, especially in the reconstruction of areas liberated from the organization of the terrorist advocate. ”

For his part, Liviu Dragania confirmed his country’s support for Iraq in its fight against terrorism and its readiness to provide support and assistance.

Al-Jubouri arrived in Romania on Saturday on a two-day official visit to meet with officials there to discuss ways to develop and strengthen bilateral relations, especially at the parliamentary level.

Aggiedad77 (Dinar Guru) –   […you think Dr. S [Shabibi] would show up when Trump decides to go and congratulate A [Abadi]?  It would be a great day to see the 3 of them make the announcement all together.  Correct me if I’m wrong but if we don’t get an announcement before Ramadan it will be more than likely after and would be a great gift to the country.]  It’s been said before that Dr. Shabibi is enjoying his retirement in Switzerland…don’t look for him to come back…he knows his country is in good hands…with Abadi and Allak.   As for Ramadan…who truly knows…I just know…I have a feeling…with money that has been moved…vast amounts of it…with changes in prices that we’ve witnessed…with the changes in salary payments that we’ve seen…something IMO needs to happen…and by all rights it should happen well before Ramadan.

Iraq Stock Exchange discusses technology solutions in Beirut for its applications

BAGHDAD – The Iraqi stock market opened Monday in the Lebanese capital of Beirut its conference on the applications and solutions of technology trading securities, stressing the need to bring investments to the securities market.

Enorrste (Dinar Guru) –   Article:   “Vice: oversees the United Nations five-year plan for economic development in Iraq”  i agree with KAP [Guru Kaperoni…reference post 5-2-2017]  that the IMF is what she is referring to.  This confirms and ties into what we have known for some time, namely that the IMF is controlling the plans for change at this point.  Furthermore, they are on record that they intend to “bring Iraq into the world market” sometime in the first half of this year.  If they are on schedule then we should expect some significant changes within the next 60 days.  Of course this is Iraq, and even with the control in the hands of he IMF, it is anyone’s guess how long it will take to get to the float.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

(Baghdad: Al-Furat News) The House of Representatives will resume on Tuesday its regular session to vote on two draft laws.

A statement of the Council, received by the agency {Euphrates News}, a copy of it, tomorrow’s session includes “the completion of the vote on the draft law to reform inmates and depositors, and vote on the proposed law to run the early graduates.”

The meeting will also discuss the recommendations of the Education Committee regarding school buildings and an oral question addressed to the head of the Federal Audit Bureau, as well as the report and discussion of the draft law granting the employee a long standard leave and handling the conditions of the contractors.

The statement said the meeting included “the report and discussion of the draft law on the residence of foreigners, and the report and discussion of the draft law on delegation of powers.”

The House of Representatives lifted on 30 April last, its normal to Tuesday, the ninth of May, after voting on a parliamentary resolution prohibiting the attendance or participation of politicians or officials conferences in and outside Iraq without the consent of the Iraqi authorities.
