This means that they will be forced to give the foreign currency at the official rate rather than the market rate. As word of this gets out there will be more and more people who will want to surrender their dinars at that rate, thus saving many dinars by getting the foreign currency below the market rate. Shabak Kurds of Nineveh want to be part of a new Kurdish state
A Kurdish Shabak group involved in Iraqi politics has asked the Kurdish presidency and Kurdistan Region to include them in the planned September 25 referendum on independence.
Salim Jumaa, head of the Shabak Peaceful Council List in the Iraqi parliament who has sent a message to Kurdistan Region President Masoud Barzani described Shabaks to Rudaw as “genuine Kurds” and said they should be included in the “future Kurdistan state.”
Jumaa said his people live in areas in the Nineveh plains that fall under Article 140 of the Iraqi constitution and they want to be part of the plan the Kurdistan Region has for independence.
“We would love to take part in the referendum along with our own people,” Jumaa told Rudaw, referring to the people of the Kurdistan Region.
He said they were hopeful that Barzani would approve their call as it is their “right to participate.”
“We want the 140 article to be over,” he said. “We want to return to the Kurdistan state.”
In a meeting with political parties on June 7 Barzani reached a consensus with the majority of Kurdistan parties to pick September 25 as a day people will decide whether or not to stay with Iraq.
He has since insisted that all areas previously called disputed territories will be included in the referendum and their populations will be free to choose to be part of a new Kurdish state or remain with Iraq.
Shabak Kurds live mostly in and around Mosul and they were subject to persecution and massacre by ISIS in 2014.
Karzan Jalal, head of the data department from the Independent High Electoral and Referendum Commission (IHERC) confirmed to Rudaw they were working on providing ballot boxes for people in the outlying areas of the Kurdistan Region such as Shabaks, Yezidis and Christians.
“Preparations for referendum in Kurdistan and areas outside the Kurdistan Region that are controlled by the Peshmerga is easy,” Jalal noted, adding in coordination with Iraqi government, they will put ballot boxes in areas run by Baghdad to “provide security for the voters.”
“We do this for all Kurds,” Jalal said, referring to the Yezdis, Shabaks and Kakais.

UPDATED: Iraqi army enters Old Mosul district from two sides
Iraqi forces call on ISIS militants to surrender For the last five days, Iraqi forces have been sending messages out over west Mosul via loud speakers urging ISIS militants to surrender.
The Iraqi Joint Command published a video of a message being read out over loud speaker to the people in west Mosul.
“The enemy is losing its positions. The enemy is losing its positions, one after the other.”
They also address ISIS directly, saying that if the militants surrender to Iraqi forces, they will find “proper protection.”
The message concludes that the “hour of victory has come.”
Fewer than 1,000 ISIS fighters are believed to remain in Old Mosul.
The final push for Old Mosul began at 6:00 in the morning, commander of the US-trained Counter-Terror Service Abdul Ghani al-Asadi told Rudaw on Sunday.
He said they faced “strong resistance” put up by ISIS in the beginning and they expect “slow progress” because of the narrow streets and densely populated areas.
The Iraqi army declared they broke the ISIS siege and entered the Old Mosul district from two neighborhoods.
Iraqi army forces entered the Old Mosul district from Bab al-Baith and Bab al-Lakash neighborhoods, Mohammed Mukhtar, spokesperson of the Iraqi Defense Ministry confirmed in a press conference.
To halt the army’s advances, ISIS has used 10 car bombs since the start of the operation earlier this morning, Mukhtar added.
ERBIL, Kurdistan Region – After a long siege, the Iraqi Army on Sunday launched a three-pronged final offensive against ISIS’s last pocket in Mosul, the Old Mosul district in the western half of the war-torn city.
The Iraqi Joint Operations Command announced that the army, Counter-Terror Forces (ICTS) and Iraqi Federal Police are taking part in the final battle to liberate the Old Mosul district.
Mahmood Saed, a commander from the Federal Police told Rudaw the operation was launched from three direction, north, south and east.
Saed expects a complete liberation of Mosul from ISIS in the coming days.
Yesterday, the Iraqi army announced after weeks of heavy fighting, the contested Shifa neighborhood was reclaimed in west Mosul, reducing the total number of pockets ISIS controlled to just one.
Iraqi troops came across tons of brand new medicine boxes in al-Shifa hospital in Mosul city on Saturday. Labels and tags on the medicine boxes show that they were manufactured by the Iraqi medicine factory of Samara only last year, raising questions about the network of the group that was able to bring in medicine from. Iraqi territories controlled by Iraqi forces into the city as early as August last year.
In a failed effort to break the Iraqi army’s siege, ISIS on Wednesday launched a wide-scale counterattack on the Iraqi army to break out of the Old Mosul district, where they are surrounded by Iraqi forces. The confrontation killed 11 Iraqi Federal Police and some 40 ISIS militants.
Old Mosul is where ISIS leader Abu Bakr al-Baghdadi declared the so-called Islamic Caliphate on June 29, 2014 in al-Nuri mosque.
The fight for Old Mosul is expected to be the hardest amid its old style houses and narrow alleys, and the bloodiest in a conflict that has already been marked by horrific civilian casualties.
With the start of the operation, it is expected the number of civilians fleeing the Old Mosul district will reach 150,000 refugees, according to Jasim Atiya, deputy minister of migration in Iraq.
The UN warned on Friday that up to 100,000 civilians remain trapped in the district with fears that the extremist group may use them as human shields.
The Federal Police commander assured trapped civilians that they have opened safe corridors for them.
The Iraqi army also announced on Saturday it had recaptured the Walidiya border gate between the Iraqi-Syrian border following a joint operation from three fronts between the Iraqi army, Hashd al-Asahaari, backed by the Iraqi air force and US-led global coalition against ISIS.

Turkey offers Iraq reconstruction of Mosul
The spokesman for the Turkish President, Ibrahim Kalin, said that Turkey is ready to help Iraq in the reconstruction of Mosul after the liberation of the militants of the “Isis” terrorist.

Cabinet votes to release salaries of Nineveh employees
[Asharq Al-Awsat] The Iraqi Council of Ministers voted during its weekly session on Tuesday to release the salaries of Nineveh province employees who have been found not to be linked to the organization.
A statement issued by the office of Prime Minister Haider al-Abbadi and told Ashqaf News that the vote on the release of salaries of employees of the province of Nineveh, who checked security by the security audit team of the Ministry of Interior or by the national security.

The Council decided to form an operations room in the Ministry of Finance to resolve the problems that appear when the Ministry of Finance audit of payroll lists and continue its work after the official working hours until the completion of the task in the presence of directors of formations responsible for salaries from ministries whose salaries were delayed in Nineveh province.
The Council of Ministers instructed the Ministry of Health to complete the required numbers for grades (central appointments) and submit them to the Ministry of Finance and the Ministry of Finance to include the required allocations within the supplementary budget for 2017.
A vote was also made on the payment of dues to the truck drivers of the Ministry of Commerce, which contributes to support the security forces.

Grant for the development of Iraqi ports

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates. How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates? Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?] This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money. It just dilutes the dollar a little bit more. IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.
