Aggiedad77 (Dinar Guru) –<\/span><\/strong>\u00a0<\/span>\u00a0 …some folks are getting anxious for conclusive action…but I for one continue to give Abadi a great deal of credit for the effort and work he has put into Iraq as their leader…Abadi is fighting war on many fronts, not just with DAASH\/ISIS, but with major corruption in all areas of Iraq<\/strong>, and especially so with some higher level government officials who do not want to see their little kingdoms broken down, so they fight him every step of the way…he’s still got the likes of Maliki…he has to contend with Iran…all in all he’s doing better than most want to give him credit for…hard-headed, shrewd, and very smart…he is…he now has the resignations of those who may have been pushing against him…and he has the opportunity to insert those technocrats he wanted to start with<\/strong><\/span>…Let’s hope they hit the ground running…my opinion about Mosul…it’s coming…and I’m thinking it won’t take until October to start things…in all likelihood things will be done by October…IMO.<\/strong>

Islandg1211 (Dinar Guru) –<\/span><\/strong>\u00a0\u00a0<\/span>\u00a0…while the 2nd HALF of 2016 (and into the next 3 years) is for the RECONSTRUCTION PHASE – the SBA\/Marshall Plan, and for liberating Mosul.\u00a0\u00a0IMO, the PLAN IS TO RV AFTER THE WAR PHASE to kick off the RECONSTRUCTION PHASE<\/strong><\/span>… When this plan for the Monetary Reform, the commitment to liberate Mosul, and the multi-year reconstruction was outlined,\u00a0the RV WAS INCLUDED<\/strong>. But, the GOI has been non-effective for the entire 1st half of the year.\u00a0\u00a0THEY STILL NEED TO PASS THE INVESTMENT LAW AMENDMENT.\u00a0THIS NEW JUNE LOI STATES THAT “AS A FIRST STEP” THE INVESTMENT LAW WILL BE INTRODUCED BY THE COM<\/strong><\/span>. Islandg1211 (Dinar Guru) –<\/span><\/strong>\u00a0 WHY DID WE NOT SEE THE RV “BY MID-YEAR”?\u00a0\u00a0NONE OF THE REFORMS that had been planned got done in the first half of the year<\/span>.\u00a0 PRESUMABLY, THE RV IS VERY MUCH A PART OF THE PLAN FOR THIS YEAR IN ORDER TO ADDED VALUE AND HELP WITH THE RECONSTRUCTION OF IRAQ IN ADDITION TO ALL THESE LOANS AND GRANTS.\u00a0<\/strong>\u00a0THE GOI STILL NEEDS TO PASS THE INVESTMENT LAW AMENDMENT.\u00a0\u00a0I’m still encouraged that the Monetary Reform is, in fact, being planned by the U.S.\/IMF with coordination with other countries, the World Bank, and the UN.\u00a0<\/strong>\u00a0A lot of money is expected to pour into Iraq such as: IMF loans, WB aid,\u00a0UN aid, Other countries’ aid, Private sector loans, Bond sales, Deferred Paris Debt.\u00a0\u00a0 ALL OF THIS MONEY POURING INTO IRAQ IS UNPRECEDENTED.\u00a0\u00a0\u00a0…the 1st HALF of 2016 was getting Iraq (mostly the CBI) in position to receive these LOANS FOR THE RV…<\/strong>\u00a0 [post 1 of 2….stay tuned]

The governing bodies in Baghdad and Erbil, the powerful Shiites and Sunnis, and the elected officials that you hear\u00a0about – they have an influence. Their specific influence, at this time, is regarding\u00a0the progress of the HCL. We expect to hear that news very soon.\u00a0But at the end\u00a0of the day, not one of them can do what the CBI can do… the CBI is the only thing\u00a0that can change the rate. Abadi is not the one that will “push the\u00a0button”, nor will Shabibi or the IMF.\u00a0In fact.<\/strong><\/span>..an article earlier…shows exactly how little the IMF has\u00a0to do with anything… they are more and\u00a0more becoming a useless organization\u00a0with no more actual influence over the\u00a0rate of the dinar than the UN has over\u00a0North Korea.\u00a0The controlling entity is, and always will be, the CBI – Central Bank of Iraq.\u00a0<\/strong><\/span>And\u00a0the reason why is extremely simple – because\u00a0THEY are the ones that regulate\u00a0and operate the auctions, which is where the rate is set.<\/strong><\/span>\u00a0 That’s it. I say that specifically because there is no reason to believe the HCL will not go through… it’s just not\u00a0happening as fast as we want<\/strong><\/span>. Since we can’t control the HCL, or the rate of the IQD for that matter, let’s\u00a0focus for a minute on something that we CAN explain… “Who, or what,\u00a0exactly, controls the rate of the IQD<\/em>?”\u00a0\u00a0\u00a0In the past, there have been a lot of questions about who controls the rate,\u00a0what entities can influence an RV, does X or Y or Z have to approve, and so\u00a0on.\u00a0<\/strong>Let’s break this down, and we will all walk away better educated!\u00a0 [post 1 of 3….stay tuned]
