Frank26 (Dinar Guru) –<\/span><\/strong>\u00a0<\/span>\u00a0\u00a0The HCL is in the budget…Abadi activated the HCL that is in the budget\u2026The reason the HCL is in the budget is because of Article 140<\/strong>…just recently the Kurdistan and Iraq agreed on everything…all the way down to Article 140…and it caused the HCL to become activated inside of the budget…now they need for Parliament to do the final steps of the HCL…because the HCL was passed years ago…has now been activated but is not done. Parliament is dealing with these final steps<\/strong>\u2026We know that the HCL is activated\u2026because Kurdistan is now pumping their oil through their oil pipeline that was closed since March 2016…the Kurds only want their money\u2026and that is why you don\u2019t see the e-dinars or the IEX on September 2nd because they haven\u2019t raised the value of their currency yet…the rate change is needed for many things…it is in demand to the budgetary issues of the 2017 budget.<\/strong>

(IraqiNews.com) Baghdad \u2013<\/strong> The Iraqi Oil Minister will soon visit Erbil to meet with his Kurdish counterpart and discuss crude oil exports and revenues.<\/p>\n

MP Shakhawan Abdullah said, \u201cThe meetings will continue with Kurdistan Region\u2019s Minister of Natural Resources who will be visiting Baghdad for the same purpose.\u201d<\/p>\n
