BAGHDAD \u2014<\/b>\u00a0Iraq\u2019s parliament voted overwhelmingly Tuesday to back a package of measures aimed at stamping out corruption and government overspending, opening the way for the biggest overhaul of the country\u2019s political system since the U.S.-led invasion in 2003…<\/p>\n

…Ali al-Alaq, a senior politician with Abadi\u2019s Dawa party, cited a \u201cnew reality\u201d and spirit of cooperation from Iraq\u2019s fractious political blocs.<\/b><\/i><\/span><\/p>\n

Abadi drafted the reform package as soon as Iraq\u2019s leading Shiite cleric, Grand Ayatollah Ali Sistani, gave his support to the demonstrations, Alaq said, ramping up pressure on the government to act.<\/b><\/i><\/span><\/p>\n

\u201cIt wasn\u2019t panic, but a realization of the urgent need to correct the political process,\u201d the legislator said. \u201cThe prime minister had always demanded reform but faced opposition from political blocs, but now that the people and the clerics are behind him, it\u2019s an opportunity to act.\u201d<\/b><\/i>Alaq acknowledged, however, that moving forward would not be easy.<\/b><\/i><\/span><\/p>\n

Enorrste –\u00a0<\/span><\/strong>Article:\u00a0 “Iraq PM Proposes Abolishing Vice Presidencies in Reform Push”<\/em>\u00a0\u00a0 If this works it will be a very smart play on Abadi’s part. \u00a0The fly in the ointment is that he needs both his own ministries approval as well as Parliament’s approval to move forward<\/span>. \u00a0His argument, however, is excellent: \u00a0it will both save money in the government that can go for needed services, but will also eliminate a number of positions which are clearly corrupt in the government. \u00a0From the articles it appears that more than just 3 vice presidencies are being eliminated.<\/span>\u00a0\u00a0<\/strong>He would move some other governmental positions away from the parties who now control them through patronage, reduce personal body guards, and, presumably, make other changes that could streamline the government significantly.\u00a0\u00a0The question of the day: \u00a0how will Maliki respond to this?<\/strong><\/span>

Delta –\u00a0<\/span><\/strong>I do have the confirmation…one bond does exist…a domestic bond.\u00a0\u00a0<\/strong>\u00a0For every dollar that you are going to buy…the price is 1095 dinar on those bonds…you may not see that in the news because that happens internally within the banks.\u00a0\u00a0From August 2 until 31st the CBI is doing this to raise some liquidity and capital for the financial ministry in Iraq.\u00a0<\/strong>Those bonds mature in 1 year. In one year…financial ministry has to pay you the money plus about 6% interest.\u00a0I think it\u2019s disappointing that the CBI is doing this to the citizens because we all know what\u2019s going to happen.\u00a0 Say 2 or 3 months the value increases…imagine how upset they will be?<\/strong>\u00a0\u00a0In my opinion…we may not see any changes in the month of August because of those bonds.<\/strong>\u00a0I don\u2019t think the CBI would pull the trigger while selling those bonds. When the CBI purchases government bonds it creates new money which increases the domestic money supply.<\/strong> The offering of domestic bonds is used as a control to decrease the domestic money supply, these are control measures used by Central Banks. The international offering makes sense to come after the domestic and is not a secret plan, it is the financial tools and strategies applied by Central Banks around the world.<\/strong> These moves made by the central bank are known as “sterilization”… The bond sales are not to “raise money”…<\/strong> it is a control mechanism… Iraq is getting a handle on their currency inside and outside of Iraq…<\/strong>
