Mnt Goat (Dinar Guru) – I think perhaps we are about to see this “package” of laws of the remaining reforms get passed. The National Guard law is a biggie and is ready for parliament now. I also believe these laws and the progress in the fight against ISIS is the key to the RV. THEY MUST COMPLETE THE AGREED TO REFORMS BEFORE ANY RV! Out of these reforms there was one that stood out more than the others. This is the most critical reform before any currency is going to be given back to Iraq (currency RV). It is the National Guard and it is all about security.

TD (Chronic Negative Dinar Opinion) – Just a few comments from my Kurdish friend (please treat all as rumor and please due your own sound diligence.) The Iraqis and the Kurds are very proud people and some of the articles of challenges they are all facing pale in comparison to the true conditions on the ground. Things are really tough to put it mildly. Abadi is losing support and a sense of “hopelessness” is weighing in on most ordinary citizens. There is talks going on again with the IMF for further help but this time it seems Iraq will not get any. The lack of reforms toward the growth of a public sector economy is reason número uno. Here in the short term it is more likely of a depreciation of the currency rather than an appreciation. Unanimous consensus my amigo says is that any appreciation is a long, long way off, at this point nothing should be anticipated in 2015 & 2016 as well. Way toooo much uncertainty and lack of stability.

tman23 (Dinar Researcher) – The elections and then appointments of positions in Iraq GOI was a mere game of musical chairs…same players, different appointed position…AND they did not begin to move into reforms until the poor population began demonstrating and was preparing to “burn the house down'” per se’… The reforms so far have been 99% cosmetic. They claim that after EID they will pass the laws that will enforce/re-enforce the reforms. The only one I care about is the investment law…once this is passed and new foreign contracts along with investment come into play…this influx of money and the accounting with/without 3 zeros will be the determining factor of which way the IQD moves.

firefly – AML [Anti Money Laundering] is HUGE and was a must according to the WB and IMF. IMO it is the root for all the other international laws to come into fruition. tlm724 – my opinion is this, Iraq had no choice but to activate the private sector, they can no longer depend on oil with the likes of Iran getting back in the game so they forge boldly ahead despite the opposition to change, the Supreme religious leaders are saying enough is enough, no more talk it is time for action! That is reassuring to me that Iraq is finally on the right path and is making that transition to a free market economy and with that comes a strong dinar.

Mnt Goat – President Masuam told us earlier this week that FULL RECONCILIATION would be completed and announced after Eid. I was told that full reconciliation means that all the critical needed reforms would be completed. These reforms needed laws to implement them…So this is now what we watch for. What are these last remaining laws we wait for? …the Federation Council…the National Guard law…the Amnesty law…the announcement of the Judicial Reforms bill being passed and implemented… Investment law. I believe these last remaining reform laws are that “basket of laws” that will hit us all at once very suddenly after the Eid holiday. Money Laundering Act will reveal a lot of issues involved corruption
Member said in the parliamentary legal committee that the anti-money laundering law will reveal a lot of actors involved issues of financial corruption.

Mnt Goat – I need to emphasize that we are about to enter one of the most pivotal times in the weeks ahead since I have been in this investment. Remember early October is coming upon us very quickly. There is a target in place and I believe they are pushing forward to attempt to meet it. The big question is will Iraq be ready? The reason we have not seen the RV yet, even though there has been many windows of opportunity planned…is because THEY HAVE NOT YET COMPLETED THE AGREED TO REFORMS! The PTB will continue to hold it back until Iraq meets its obligations even though they plan these RV windows ahead of time. tman23 – Question is…Why did Iraq Parliament pull from the scheduled vote on the investment law on the eve of the vote back in Nov 2014 at the request of Abadi? Question is…Why was the vote scheduled once again on May 25th and instead went into a closed meeting for 12 hrs working on nothing but the investment law…and was said that upon Jabouri’s return from meeting in Germany, Europe required some additional changes to the investment law. Question is…The amendments to the law have been completed for quite sometime since May 25th and there is no opposition to it… Question is why has it not been voted on? They have not opened the window for loans, foreign contracts etc..etc… BUT they did close out old contracts by paying out 9 billion dollars AND the new contracts are on hold…WHY? A member of the parliamentary finance: dealers, contractors and banks involved money laundering
BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – the parliamentary finance committee member Husam punitive reported the existence of multiple files and the names of dealers, contractors and banks involved the crime of money laundering.
