Frank26 (Dinar Guru) –   The HCL is in the budget…Abadi activated the HCL that is in the budget…The reason the HCL is in the budget is because of Article 140…just recently the Kurdistan and Iraq agreed on everything…all the way down to Article 140…and it caused the HCL to become activated inside of the budget…now they need for Parliament to do the final steps of the HCL…because the HCL was passed years ago…has now been activated but is not done. Parliament is dealing with these final steps…We know that the HCL is activated…because Kurdistan is now pumping their oil through their oil pipeline that was closed since March 2016…the Kurds only want their money…and that is why you don’t see the e-dinars or the IEX on September 2nd because they haven’t raised the value of their currency yet…the rate change is needed for many things…it is in demand to the budgetary issues of the 2017 budget.

BGG (Dinar Guru) –   “…the House of Representatives sent, during the last two days of the amnesty law to the presidency of the republic to see the paragraphs, materials and approved for publication in the Official Gazette.” General Amnesty will be law.   I guess it didn’t happen – and get published in the Gazette weeks ago …looks like the next 2 days or so…IMF, WB and UN are behind this. For sure.  …things are moving ahead for Iraq DOUBLE TIME…

BGG (Dinar Guru) –   [do you think they will actually get a successful no confidence vote on zebari?]  I think it’s a foregone conclusion. He’s swinging every direction possible.  He’s desperate.  He was trying to blame Maliki for his demise – less than 24hrs ago.  IMHO – they will start with ZEBARI and there will major players on all sides “bite the dust”.  …my sense is – there is far more to this story than we know.   [any chance this no confidence vote on Zebari has an impact on the HCL being implemented?]  IMHO – no chance.

Erbil and Baghdad reach agreement on Kirkuk oil exports

(IraqiNews.com) Baghdad – The Iraqi Oil Minister will soon visit Erbil to meet with his Kurdish counterpart and discuss crude oil exports and revenues.

MP Shakhawan Abdullah said, “The meetings will continue with Kurdistan Region’s Minister of Natural Resources who will be visiting Baghdad for the same purpose.”

“The Kurdish and Iraqi ministers will discuss the technical issues relating to the implementation of a previous Erbil-Baghdad agreement. The KRG and Iraqi government have also reached to an agreement over Kirkuk oil exports through the Kurdish pipelines,” Abdullah revealed…

tman23 (Dinar Guru) –     A RV from rags to riches is pure speculation…Lifting the 3 zeros at the start of the New Year has been their topic in ink for years…How they will treat the 3 zero notes we hold is pure speculation… WE hope for rags to riches…BUT the only thing for certain is currency reform which includes removing 3 zeros from currency notes…and if that means NEW CURRENCY or includes the currency we hold also…that is the reality of it!

Mnt Goat (Dinar Guru) –   Article:  “Erbil and Baghdad reach agreement on Kirkuk oil exports”   More news about HCL. Seems agreements have been made but…It is not all done or enforceable (problem all along with past agreements) until they pass the HCL law and make it all legal and binding. They are hoping to finally nail this down and complete HCL this time around.  They also needed to get the 2017 budget done since it contains the expected barrel output of oil to fulfill the budget that must also be agreed upon by Kurdistan. But they are working on it and we should see HCL in the coming weeks get voted on in parliament.

Mnt Goat (Dinar Guru) –  I am being told that if they stay on their timeframe, can handle ISIS up north and get all the needed laws passed, we will see the articles begin to appear sometime in mid to late October 2016 and they will then be moving towards a late 2016/early 2017 target.  The CBI has told me they will guide us through the entire RV process as it is a multi-stage process. So far in the two instances when they almost RV’d (and it was postponed due to security and stability reasons) they did just that and inundated us with articles about the process and how it was all going to work.  So my contact has told me once again they will do the same in preparation for the 2017 RV target and so expect to see once a forthcoming inundation of articles and news about the process as they re-educate the citizens of Iraq (and us) once again.   [post 2 of 2]

Mnt Goat (Dinar Guru) –  Today I bring you yet more good news…the final passing of the HCL thru parliament was inevitable and just a matter of a short time. It MUST get passage in parliament to become law and be done...When this final passage in parliament does happen it will be larger than HUGE. It will be greater than the Amnesty law we witnessed last week. …also…there are some other contentious laws that have been kicking the can down the road. The Iraqi news has talked about the Accountability and Justice law many times in the recent past…it appears there were some disputes with the law and the UN had to get involved to help settle the disputes and negotiate.   …there is an overall plan being executed with all these needed laws… The train is fast moving down the track.  We all know what the final destination of this train ride will be and where it will bring us..hint…hint…lol.   [post 1 of 2….stay tuned]

Reports: secret negotiations conducted by the United Nations to resolve the Justice and Accountability Act

BAGHDAD – Iraq Press –  August announced a senior political source in the National Alliance that secret negotiations conducted by the United Nations with the leaders of the main political blocs to end the dispute regarding the accountability and justice law in preparation for submission to parliament for a vote.

Adam Montana (Dinar Guru) –   [I thought it would be the Central Bank of Iraq calling the shots, how is it that now Iran is somewhat influencing said fixed interest rates they’ll have that other major lenders have been protesting?]  You bring up a valid point, but I’ll assure you that I’m not worried about Iran’s influence. Of course they do have “an” influence, but at the end of the day it’s not going to be a “major” influence, and that’s the only thing I would worry about. Here’s looking to a SOLID SEPTEMBER!
