They’ve got to have this locked down before moving forward. (Jabbar Al Luaibi) It’s my opinion that he is making much more progress towards where we want to be than the last one... this reminds me of how aggressive Abadi was when he took his spot. Adam Montana (Dinar Guru) – No HCL yet, but there’s some other interesting news… most of it I can sum up very succinctly, so I’ll just go ahead and do it. – Formation of a committee to make Kurdistan independent – L.O.L. Not gonna happen, this is a complete smoke screen. As we draw closer to seeing real HCL news, which is what is currently happening, there’s simply no way Baghdad or simply the other 80% of Iraq outside of the Kurdish areas will be letting this key geographical area out of their grasp! What is MUCH MORE LIKELY is we will see a continuation of the trend that has grown over the last few years – the GOI, Parliament, basically all the “PTB”s will continue to get more generous with the Kurds, and they will get a very healthy share of the future profits from both an increase in the Dinar and the enormous potential profits from a successful HCL. Kaperoni (Dinar Guru) – Article: “Central Bank announces bank equip Rafidain and Rasheed dollar ” Quote: “The Central Bank of Iraq, Tuesday, for processing bank Rafidain and Rasheed dollars to expand the cash sales outlets.” This just means they are liberalizing the foreign exchange as the IMF requests in the SBA making dollars more available. A condition to reduce the spread and get within 2%. The ultimate goal..compliance and move to Article VIII. The auction can’t go away until that happens. These moves were all documented earlier this year. It just take time for the CBI to do them. Now we watch and see if the spread comes comes down as a result.

Mnt Goat (Dinar Guru) – This is what they mean with the CBI and finance committee claims they will slowly, gradually launch the new denominations. They are talking about initially launching some paper currency (the new lower denoms) and then later, after an RV, launching the new coins. This is the process. …another good topic today, that of the very recent announcement of the Central bank’s (CBI) intention to issue a new edition of 100,000 dinars category to the market. This is what we do know as FACTual – the CBI has told us the 50,000 and 100,000 notes are the last remaining large notes to be issued in currency reform. These notes are NOT FOR PUBLIC USE on the everyday streets as they are for inter-banking transactions (between nations) where larger notes are needed (international trade…hint..hint..hint..). So is it not a logical conclusion they are getting close and preparing for some kind of major change such as an “international” rollout of their currency thus going from a “CLOSED” economy to an “OPEN MARKET” (or global economy)…this means going to FREE Global/ International markets. Mnt Goat (Dinar Guru) – …they are openly talking again about the dinar and the new lower denominations. This is exactly what we want to hear at this point in time. The project to delete the zeros is ongoing… So why do you think they have launched the e-dinar? Think about it – how much more of the hard currency will be out of circulation in just a month of using e-dinar and not having people walking around with bulging pockets of paper notes? I firmly believe this is going to be the tipping point for getting to the ratio of currency they want to remain in circulation. It is the final step in this direction of collection of the large 3 zero notes, at least enough so they can launch the lower denoms. Remember too that included in the launching of the lower denoms is also coins. These metal coins can not be circulated without a significant increase in value… [post 2 of 3….stay tuned]

Mnt Goat (Dinar Guru) – So today let me point out to you yet more signs that tells us about my recent claim for a possible RV in the window of Sept thru Jan 2017. First we know that Iraq has worked very hard to get to a point where they can quality for “full” ascension to the WTO. Right now they are in “observer” status. They can attend meetings, get trained, get help and share their issues but they do not yet have all the benefits nor take on all the responsibility and rules of a member nation. But this is all about to change as the IMF us telling us…that Iraq is about to get “full” status. But first they must complete some mandated reforms… Article quote: “revealed that Iraq is a candidate for accession to the World Trade Organization, and as pointed to the need for the Iraqi government some major reforms…” But this is not the only good news… [post 1 of 3….stay tuned]

Frank26 (Dinar Guru) – In Iraq -business that trade out of Iraq has to do everything in dollars. Auctions allow for them to buy dollars and then purchase the products from outside of their country. That is because they are not international and currency is worthless. Now they have letters of credit like you and me with any bank, so they have more time to pay the debt ie 30 days net, instead of cash when they order. This does eliminate the dual currencies which the iMF wants them to do and become a member of WTO. This all means they may have time to pay but they need to pay with their own currency and not the dollar. Which IMO leads then to RI/RV the dinar, and not much time to do it by the way. NO BODY IS GOING TO GIVE IRAQ AN LOC IF THEY ARE NOT GOING TO PAY IN DINARS…in our OPINION.

Frank26 (Dinar Guru) – The HCL is in the budget…Abadi activated the HCL that is in the budget…The reason the HCL is in the budget is because of Article 140…just recently the Kurdistan and Iraq agreed on everything…all the way down to Article 140…and it caused the HCL to become activated inside of the budget…now they need for Parliament to do the final steps of the HCL…because the HCL was passed years ago…has now been activated but is not done. Parliament is dealing with these final steps…We know that the HCL is activated…because Kurdistan is now pumping their oil through their oil pipeline that was closed since March 2016…the Kurds only want their money…and that is why you don’t see the e-dinars or the IEX on September 2nd because they haven’t raised the value of their currency yet…the rate change is needed for many things…it is in demand to the budgetary issues of the 2017 budget.

He was trying to blame Maliki for his demise – less than 24hrs ago. IMHO – they will start with ZEBARI and there will major players on all sides “bite the dust”. …my sense is – there is far more to this story than we know. [any chance this no confidence vote on Zebari has an impact on the HCL being implemented?] IMHO – no chance.

Erbil and Baghdad reach agreement on Kirkuk oil exports
(IraqiNews.com) Baghdad – The Iraqi Oil Minister will soon visit Erbil to meet with his Kurdish counterpart and discuss crude oil exports and revenues.
MP Shakhawan Abdullah said, “The meetings will continue with Kurdistan Region’s Minister of Natural Resources who will be visiting Baghdad for the same purpose.”
“The Kurdish and Iraqi ministers will discuss the technical issues relating to the implementation of a previous Erbil-Baghdad agreement. The KRG and Iraqi government have also reached to an agreement over Kirkuk oil exports through the Kurdish pipelines,” Abdullah revealed…

Seems agreements have been made but…It is not all done or enforceable (problem all along with past agreements) until they pass the HCL law and make it all legal and binding. They are hoping to finally nail this down and complete HCL this time around. They also needed to get the 2017 budget done since it contains the expected barrel output of oil to fulfill the budget that must also be agreed upon by Kurdistan. But they are working on it and we should see HCL in the coming weeks get voted on in parliament.

The CBI has told me they will guide us through the entire RV process as it is a multi-stage process. So far in the two instances when they almost RV’d (and it was postponed due to security and stability reasons) they did just that and inundated us with articles about the process and how it was all going to work. So my contact has told me once again they will do the same in preparation for the 2017 RV target and so expect to see once a forthcoming inundation of articles and news about the process as they re-educate the citizens of Iraq (and us) once again. Mnt Goat (Dinar Guru) – Today I bring you yet more good news…the final passing of the HCL thru parliament was inevitable and just a matter of a short time. It MUST get passage in parliament to become law and be done...When this final passage in parliament does happen it will be larger than HUGE. It will be greater than the Amnesty law we witnessed last week. …also…there are some other contentious laws that have been kicking the can down the road. The Iraqi news has talked about the Accountability and Justice law many times in the recent past…it appears there were some disputes with the law and the UN had to get involved to help settle the disputes and negotiate. …there is an overall plan being executed with all these needed laws… The train is fast moving down the track. BAGHDAD – Iraq Press – August announced a senior political source in the National Alliance that secret negotiations conducted by the United Nations with the leaders of the main political blocs to end the dispute regarding the accountability and justice law in preparation for submission to parliament for a vote.
