We’d like to see them come out and say [Iraq] is in “white” area and international…If you’re on the “black list” you’re not doing well. If you’re on the ‘grey list’, you’re doing fair. If you’re ‘monitoring’, you’re doing a lot better… This is true evidence Iraq has achieved significant progress because they went from the ‘grey zone’ to a ‘monitoring area’.
